Punjab Online Sand Portal | New Sand & Gravel Policy for Mining

Punjab Online Sand Portal – The Cabinet, headed by Chief Minister Captain Amarinder Singh, approved the New Sand & Gravel Policy. Through this policy, the state government aims at bringing further transparency in the sand mining business. For this, the Punjab Mining Department will soon launch an online “Punjab Sand Portal” for the sale of sand to all the consumers of the state. The state government will give all the contracts by the auction of mining blocks in strategically established clusters through progressive bidding.

In the Cabinet meeting, the state government claim that the new policy will provide cheap sand to the common people and there will be no Illegal mining. Under the New Sand & Gravel Policy, all Punjab has been divided into seven castors for sand mining.

In the Cabinet Meeting, state government claimed that the next policy will be implemented in two months but according to the experts, it can take at least six months to implement it and by then the people will be provided sand from 31 potholes given to them.

There will be an Online Real-Time Monitoring System at Punjab Sand Portal which will capture all the transactions/payments. The New policy specifies the quantity of sand and gravel which would be called “Annual Concession Quality” which a bidder is allowed to mine in 1 year.

Sand (रेत)

In the policy for sand mining, the pid-head (where the sand is extracted) has been fixed in the rate of Rs. 900 of sand per hundred cubic feet (Rs. 9 per cubic feet). Transport rates will be notified separately to provide the sand to the consumer. The Minister of Irrigation Sukhwinder Singh Sarkaria claimed that by adding both the rates, this sand per trolley would not exceed Rs. 1800.

Gravel (बजरी)

Similarly, the rate of gravel (बजरी) has been fixed on the pit head. Since the gravel has two transportation charges, therefore the rate of gravel can be up to Rs. 400 more than sand.

Beds Of Rivers will be Divided into Seven Clusters

To take out the sand from the rivers, the rivers will be divided into seven clusters in length. That means two districts will be included in each cluster falling on both sides of the river. In Punjab, only 11 districts have more sand and gravel than three districts.

The cluster could also take a group of persons or even three persons in the auction. But if there is any problem then the person responsible for it will be the person whose name is cluster auctioned.

The average annual turnover of the bidder for the duration of last 3 years ending 31st March must not be less than 50% of reserve price of the mining block for which he is placing a bid.
