HP CM Virbhadra Singh announced to hike Vidhyak Kalyan Vishesh Nidhi Yojana (VKYNY)
Himachal Pradesh Chief Minister Mr. Virbhadra Singh has announced to hike the Vidhyak Kalyan Vishash Nidhi Yojana (VKYNY) from Rs 1 crore to Rs 1.10 crore after increasing its scope as to be disbursed for public offices like schools, sports kits or equipment and beds and blankets in hospitals.
He announced highest Rs 6024 Crore outlay for Education Department for the FY 2017-18, Rs 3394 Crore for Himachal Pradesh Public Works Department. Rs 2238 Crore for irrigation and Public Health, Rs 1729 Crore for Health and Medical Education Department, Rs 1627 Crore for Rural Development and Panchayati Raj, Rs 1239 Crore for Department of Home including Police, Home Guards, Fire and Prisons and Rs 1178 Crore for Multipurpose power project and power department.
Rs 520 Crore for Forest Department, Rs 513 Cr to Tribal development, Rs 498 Crore for SCs, OBCs and Minority Affairs Department, Rs 484 Crore for Agriculture, Rs 424 Crore for Horticulture, Rs 418 Crore for Women and Child Development Department. Rs 403 Crore for Urban Development Department, Rs 374 Crore for Animal Husbandry Department, Rs 269 Crore for Labour and Employment Department, Rs 260 Crore for Disaster Relief, Rs 244 Crore for Ayurveda, Rs 193 Crore for Industries and Rs 186 Crore for Dharamshala Smart City Mission for payment of the first installment.
CM Virbhadra also announced Rs 75 of Grade pay in 2017-18 for the Contract Employees and those completing five years on 31 March 2017 would be regularized. He said that cut-off date of regularization would be revised for daily wagers and part-timers to March and September 2017 this included the Tailoring Teachers.

He also announced to fill up 19000 functional posts. He also announced to increase daily wages from Rs 200 to Rs 210 giving additional benefit of Rs 300 per month. Chief Minister also announced three percent DA for the regular employees released from July 2016 in addition to two percent DA issued in April 2016. it would be paid by April 2017, this DA to be released for the pensioners and likely to put additional expenditure Rs 180 Cr on state coffer.
Mr. Singh also announced to released additional interim relief of four per cent on basic pay or basic pension to Regular States Employees or pensioners also put Rs 260 Cr burden on state coffer. IR would be absorbed in the future pay or pension revision. He also enhanced the fixed medical allowance from Rs 350 to Rs 400 per month Capital allowance from Rs 275 to Rs 400 per month and tribal allowance of an employee from Rs 300 to Rs 450 per month and Ration Allowance for Police personnel from Rs 180 to Rs 210 per month. the government also enhanced the washing allowance from Rs 30 to Rs 60.
The increase in Grant-in-aid for Panchayat Chowkidars from Rs 2,050 to Rs 2,550 per month, Increase in Grant-in-aid for Tailoring Teachers of Gram Panchayats from Rs 2,300 to Rs. 2,800 per month, ASHA workers would be provided extra Rs. 800 per month from the State Government. The Anganwari Workers and helpers are being provided additional honorarium by the State Government, in addition to the honorarium fixed by the Government of India under ICDS scheme. An additional honorarium of Anganwadi Workers to be increased from Rs 450 to Rs. 1,450 with a net addition of Rs. 1000 and for Helper from Rs. 300 to Rs 600 per month it would benefit about 22500 such persons.
He also decided to enhanced the old age pension of 80 yrs and above from Rs 1200 to Rs 1250 per month and social security pension from Rs 650 to 700 per month would benefits about 3.89 lakh various pensioners.
