Ayushman Bharat Yojana – The Central Government has announced the launch of ‘Ayushman Bharat Yojana’ in the General Budget for the financial year 2018-19. Under this scheme, health facilities will be provided to all. Under this ambitious National Health Conservation Scheme, health insurance cover up to Rs 5 lakh lakhs will be provided to the 10 Crore poor families for advanced treatment every year. The government has now said that it will allocate Rs 2000 Crores for this scheme. This scheme replaces the National Health Insurance offered to the families below poverty line in 2008, which provided an insurance cover of Rs 30,000 per annum.
Details of ModiCare Yojana/Ayushman Bharat Yojana
This scheme is also being given the name of ‘Modi Care’. US President Barack Obama had launched a health insurance scheme for nearly 2.5 Crore US households in 2010, but the health insurance scheme announced by the Modi government will benefit about 10 Crores households, which is about 40 percent of the country’s population. However, the big question is that how will the government manage a huge amount of money spent on this scheme? But the government’s plan is to invest the amount coming from 1% cess increased in education and health in this scheme. The government is estimated to get around Rs 11,000 crore from this 1% cess.
In view of this, this scheme is a deal of profit for rural India, but its success depends on how it is executed. Given the wide nature of this plan, it is also demanding that insurance companies are not foreigners.
Ayushman Bharat Yojana – Scheme will be Cashless
Finance Minister Arun Jaitley has said while talking about the scheme that this scheme will work on the Trust model or insurance model and will be completely cashless. They rejected the fears that it was being said that before the poor would have to pay for the treatment, then he would be able to claim for the amount spent on the treatment. The Finance Minister has made it clear that considering the possibility of a mess in the Reimbursers process, this scheme will be completely cashless. This means that whichever one is insured under the Ayushman scheme, he will not have to pay the cost of his treatment. He will get the expenditure up to Rs 5 lakhs easily by the government.
What to do After Reaching Hospital?
The patient will have to submit his insurance documents after the hospitalization on which the hospital will inform the insurance company about the cost of treatment and if the insured person’s documents are confirmed then the treatment will be given without payment.
Note: Medical insurance facilitates this process in private hospitals.
Implementation of Ayushman Bharat Yojana
Regarding the date of implementation of this scheme, the Finance Minister has said after the budget that this new financial year will be effective from 1 April 2018. Earlier it was said that this plan could be implemented from August 15 or October 2. This facility will facilitate online registration, which will be operational soon.
Where to Get Treatment Under Ayushman Bharat Yojana?
Under this scheme, the insured person will be able to treat not only the government but also in the private hospitals. The work of linking private hospitals with this scheme has been started. Private hospitals are also expected to benefit from this comprehensive plan because of the shortage of funds, many people used to go to government hospitals only, which will now be able to go to private hospitals too. Also, the scheme may also reduce the pressure of the growing crowd on government hospitals.
What will be the Primium Under Ayushman Bharat Yojana?
At the moment, experts estimated that if this scheme aims to benefit 50 crore people, then the per capita premium can be 40 rupees. But unless the list of insurance companies comes to the end, nothing can be said clearly about it.
Beneficiaries Selection Process
- 10 crore families are expected to be selected on the basis of census 2011.
- A list of families is being prepared by Aadhar number.
- The list will be fully prepared, then no other identification card will be required to take advantage of this scheme.
Other Schemes Under Ayushman Bharat Yojana
Under this scheme, the government will open more than 1.5 lakh health and wellness centers across the country, which will provide free medicines and diagnostic services free of cost and training will also be given to regulate lifestyle-related diseases. 1200 crores have been kept in this scheme.
